The quick answer
Static, dynamic and rotating describe different arrangements. A static address is intended to remain consistent. Dynamic assignment allows reassignment; it does not require a new address on every connection. Rotating services select exits according to a defined policy. Check the trigger, session rules and exceptions rather than assuming every VPN behaves the same way.
1. Compare what the terms actually describe
Focus on the public exit address websites see, rather than a private address in your device’s network settings. Changing one setting locally is not evidence that your public exit changed.

Rotation is a product behavior, not a universal VPN feature. For example, Bright Data documents request-based proxy selection and separate session controls. That example explains the distinction; its configuration does not describe every proxy or any unverified feature of USip VPN.
2. Understand why a dynamic address can stay the same
Dynamic allocation gives an address an assignment lifetime. In the DHCP specification, RFC 2131, dynamic assignments last for a limited period or until released. The protocol also aims to retain a client’s configuration across restarts when possible. Dynamic therefore does not mean a different address at every restart.
A VPN reconnect is a separate event from renewing an ISP assignment. The service might return you to the same exit, or select another, depending on its setup. Ask about the provider’s behavior instead of treating reconnecting as a guaranteed rotation command.

3. Treat sticky sessions as temporary continuity
A sticky session is meant to keep multiple requests on one exit for a defined session. It is not a permanent allocation. Ask whether the session ends after a time limit, an idle period, reconnection or loss of the exit.
As a concrete example, Oxylabs’ session documentation describes both time and inactivity limits. It also distinguishes replacing an unavailable exit from a configuration that fails the request instead. The practical lesson is to ask what happens when continuity cannot be maintained, not just how long the advertised session lasts.
Do not confuse a proxy session with the account session in a website or app. Keeping one exit does not promise that your login remains active, and an app’s session rules do not establish how your connection provider assigns IPs.
4. Check residential and dedicated separately
Address persistence does not tell you who else can use an IP or what network supplies it. Shared versus dedicated concerns allocation to customers. Residential versus datacenter concerns network delivery. Country is another separate property.
For a useful counterexample, AWS describes Elastic IPs as static public IPv4 addresses allocated to an account for cloud resources. They remain allocated until released and can be remapped between resources. Our inference is that a persistent address does not, by itself, establish a residential connection.

5. Choose around the task, then ask about the policy
- Everyday browsing: compare whether the connection works reliably on your device. Frequent address changes are not a goal by themselves.
- Travel: test your intended app before departure and confirm which traffic follows the connection. A US exit does not settle account or service eligibility.
- Approved work access: if an administrator uses an IP allowlist, establish how long the approved address must persist and whether exclusivity is required.
Ask the provider: What triggers a change? Can the same IP be selected again? Is there a retention option? What happens after inactivity or a failed exit? Does the policy cover my browser and the app I need?
Keep these answers with the plan name and trial terms. If a fixed address is essential, confirm that requirement before choosing a randomized service. A longer sticky session is not a substitute for an explicit retention commitment.

6. Verify the observed result on your connection
- Open What is my IP? before connecting and select Save as before.
- Connect using the provider’s instructions, return to the same tab and select Check again.
- Record whether the public IPv4 changed and note the check time.
- If a policy specifies another trigger, test that documented trigger and compare again.
- Test the actual app or approved work resource separately.
VPN Observer checks the public IPv4 seen by one outgoing request, with an estimated country when available. It does not continuously monitor rotation, test IPv6, or prove how all traffic is routed.
A changed result is evidence of a change for that request. An unchanged result does not certify a static plan, and a few observations cannot prove an address will remain allocated tomorrow. For inconsistent results, share the timestamps and steps privately with support.
