Nineteen entries are withheld: seven were already withheld pending playback-device/access-path clarification, and twelve disputed records were removed from the 113-record version 1.0 candidate by owner instruction. The additional exclusions cover all six Showtime observations, five ABC observations on TV/Xbox devices, and one STARZ observation on PlayStation 5. Original source files and retained record values, IDs and dates remain unchanged. No old archived synthetic records are imported. Method: team-reported manual startup and brief viewing, usually around two minutes. No precise duration, resolution, speed, IP classification, US-catalog exclusivity, external audit or universal availability is established. Counts: 99 Works, 1 Works with issues, 1 Does not work, 0 Could not test. USip VPN: 74 total, 72 Works, 1 Works with issues, 1 Does not work. USip SmartDNS: 27 total, all Works. Different compositions mean this is not a controlled connection-method comparison. JSON envelope contains metadata and records. CSV is UTF-8 with BOM, RFC 4180 quoted fields, comma delimiter and calendar dates YYYY-MM-DD. Empty notes mean no extra note was recorded. CSV exports prepend an apostrophe to a field beginning with a spreadsheet formula prefix (=, +, -, @ after optional whitespace, or a leading tab, carriage return or line feed); JSON retains the exact field value. No field in this release required this transformation. The dictionary describes record columns; envelope metadata documents release counts and revision history. Full-quality notes normalized in the version 1.0 candidate to: Playback was reported without interruption. Resolution was not measured. IDs are stable assignments for this snapshot; do not regenerate them from later row positions. New observations need new IDs. Gaps in numbering represent withheld entries. Attribution/reuse license: terms remain unassigned; contact VPN Observer for reuse permission. Public observations contain no private credentials, full IPs, restricted evidence links or internal workbook URLs. The report discloses the actual VPN Observer/USip relationship. Change log: Version 1.1 removes twelve disputed records without modifying the remaining observations. All seven original exclusions remain in force. Public records must be reconciled with the article, interactive table, static fallback and downloads at publication. The internal exclusion manifest and audit support files are not public downloads.
